Abnormal Loads
Compliance → Abnormal Loads manages over-dimension / over-mass movements under the TRH11 framework. It has two halves: the permits an abnormal order holds, and the provinces a trip's route crosses — with FleetOps reconciling the two into a dispatch verdict.
Recording permits on an order
Pick the order in the Abnormal order picker (only orders flagged abnormal appear), then use Record permit for each provincial permit issued:

Movement readiness
The Movement readiness panel rolls the order's permits up: how many are effective (valid right now), pending (not yet in validity), and expired, plus which provinces are covered. Use it to see at a glance whether the movement can legally roll today.

Route provinces and coverage
In Route provinces, pick the Trip and add each province the planned route crosses (Add province). The Coverage panel then reconciles, per abnormal order on the trip: which provinces the route requires, which are covered by effective permits, which are missing, and the resulting status.
A movement is only dispatchable when every route province is covered by an effective permit. A permit that exists but is pending or expired does not cover its province.
